Say a level 5 or above hieroglyph monster such as tfeni is ss from the graveyard by queen dragun and had its effect negated, does the mandatory effect of ss a normal dragon still apply when it is tributed (for cost or release summon)?

I would assume not.

No justification needed. Closest example I can come up with would be Debris reviving Lonefire.

Wouldn't it be yes as the closest example is more like Debris reviving Dandylion?
