chain 1 shura
chain 2 sangan
so chain 2 go first sangan search after the search then shura effect :When this card destroys an opponent's monster by battle and sends it to the Graveyard, you can Special Summon 1 "Blackwing" monster with 1500 or less ATK from your Deck. That monster's effect (s) is negated.so is still the same but sangan search first

chain 1 is the last chain

Sagan compulsory so its chain 1.

Shura is optional so its chain 2.

Shura summon monster first.

Sagan search after that.

It's smacked right in the middle of that page:
Quote :
Effects activate based on the following order:

1. Turn Player's Mandatory Effects
2. Non-Turn Player's Mandatory Effects
3. Turn Player's Optional Effects
4. Non-Turn Player's Optional Effects

Back to the question, since BF Shura and Sangan triggers at the same timing, they will form a Chain based on the above order.

BF Shura - Optional Trigger (Turn Player) = 3
Sangan - Mandatory Trigger (Non-Turn Player) = 2

Since Sangan is on a higher order than BF Shura, it will go onto the Chain first:

Chain 1: Sangan
Chain 2: BF Shura
