 Inferno Reckless Summon VS. ? Attack monsters...

Can Inferno Reckless summon be used on monsters with "?" attacks?

For what i understand, it can be as those monsters with "?" attack [Fortune Ladies for example] have their attacks determine on the field the moment they are summoned and thus u should be able to chain inferno reckless summon to it...

So?

Monsters with "?" ATK will have a Continuous Effect that will determine their ATK when they're on the field. As Continuous Effect does not use the chain, its ATK will be determined the moment it hits the field. Hence you can only activate Inferno Reckless Summon only if its ATK is determined to be 1500 or less.

Does that means fortune lady lighty(200atk), firey(400atk), windy(900atk) and watery(1200atk) can be used with reckless summon?

Then if i have wanghu on the field and i use 1 for 1 to sp summon lighty, can i activate reckless summoning on it? Or will it get destroyed by wanghu 1st?
